Is my isp ripping me off?

Hi i have this problem that just occured to me. I am paying $25 a month for att dsl 1.5mbps. I am only downloading at about 90kb/s. Shouldn't i be downloading faster? I have had this for about 4 years before when it was sbc. Is their anything i could get out of this if they are ripping me off
