How do I find someone based on their latitude and longitude?

So I am getting mysterious calls from a cell phone in my area. I know this because they are stupid and not calling with a 'private' number. I am wondering what the best reverse FREE look up is. Also, I have used a look up and managed to get a latitude and longitude, how can I figure out more about them on that? Or see their location on a map via that information.
