Question on having a website.?

I want to have a website of my own. I have developed the pages in xhtml, but such a site would be out of tune with the times if it did not have facility for readers to comment and discuss. I do not want to go for a blog from blogger or blo etc. (I would like the ads on my pages to earn for me.) Is there any service provider who provides templates for creating such pages and also offers ownership for a prescribed fee. I cannot afford a web-designing company who would charge a fortune. A freelancer would be okay, provided the charges are nominal. I have tried Joomla but I could not design it according to my requirements. Thanks
