Can a nursing home keep a patient?

my mom has been in a nursing home for over 2 yrs...she is 89 yrs ld and close to ping , i want to take her home for her to p there....i have 1 sister and 2 brothers who are against it and will try and stop that from happening...i have a durable power of attorney and my sister is 2nd POA..can they stop me or change the power of attorney somehow
