What is it that the world does not understand about jihadist?

The mujaheddin have and are yet openly doing terrorist acts, murdering & beheading, and creating destruction where ever they are and the world community cannot see. Where they, Muslims, have declared their jihad perhaps the world communities should declare war on the mujaheddinn.
