Should Bush and Blair (Tony Bliar) be charged with war crimes?

As acts of "war crimes" can be leveled at anyone who conducts a war, in the main against a civilian population without any provocation then can this charge be brought against those who followed the fabricated trail of doents substantiating the need for war. In truth the "war crimes" charge is brought by the victors against the looser, and in modern times this has far often been leveled at leaders, who we do not agree with.
