Why did they change the baby bonus to fortnightly instalments?

The Australian baby bonus I am talking about. Apparently as of 1st Jan 2009 the baby bonus will be paid in 6 fortnightly instalments, which I think kind of sucks. They were talking about doing that for teen parents or something (which didn't bother me because Im not a teen) but when you think about it, there are a lot of things you need to buy for a baby asap and pushing the money out over 3 months makes it less helpful. I would much rather get the $5000 lump sum than $385 a fortnight for 3 months, I probably wouldn't even notice $385 a fortnight extra. My baby is due December 22 so I dont really need to think too much about it, but still, I think its stupid. What do you think?
