C-section and getting my tubes tied?

I am 25 years old, 17 weeks pregnant and already have a 16 month old daughter.Since I had to have an emergency c-section with my first due to complications I plan on having an elective c-section with this child.I had PIH (Pregnancy Induced Hypertension) during the last couple months I was pregnant,I couldn't dialate, and the medication they gave me to go into labor didn't work.Can I get my tubes tied at the same time?I keep hearing from people that I'm too young to get this done.I'd like to know the outcome other people have had doing this.
